We are hiring for our project sites in Navoi, Samarkand, Karakul–Nurobod, and Tashkent regions-Yangi Tashkent project , and we are looking for potential HR Specialists to join our growing team at UET CONSTRUCTION

Responsibilities:

  • 1. Human Resources Management

    Maintain accurate and updated employee records for all site staff and laborers.

    Assist in onboarding new employees at the site (contract signing, ID cards, orientation, etc.).

    Coordinate recruitment needs with the Head Office HR department.

    Monitor attendance, leaves, overtime, and daily manpower reports.

    Prepare monthly site attendance and submit to HQ for payroll processing.

    Ensure compliance with labor laws and internal HR policies.

    Handle employee grievances, disciplinary actions, and conflict resolution at site level.

    Support performance evaluation and training activities when required.

    2. Administration & Coordination

    Manage site administrative functions such as accommodation, transportation, meals, and site office supplies.

    Maintain and monitor office assets, stationery, and other resources.

    Prepare and file all HR and administrative reports on time (e.g., manpower lists, staff movement, leave status, etc.).

    Support document control for HR and site administrative records.

    Liaise with government authorities (if required) regarding permits, visas, or labor inspections.

    Coordinate with procurement and logistics teams for site requirements.

    Manage correspondence between site and head office (emails, memos, courier, etc.).

    3. Payroll & Compliance

    Verify daily attendance, overtime sheets, and labor timecards.

    Collect and verify supporting documents for payroll (advance requests, leave forms, etc.).

    Assist in the calculation and verification of site allowances, deductions, and penalties.

    Ensure timely submission of payroll data to the HR/Finance department.

    Support audits, compliance inspections, and reporting to authorities when needed.

    4. Employee Welfare & Communication

    Monitor site employee welfare, accommodation standards, and medical needs.

    Coordinate safety induction and ensure all site staff adhere to HSE regulations.

    Promote a positive work environment and maintain discipline at the worksite.

    Support internal communication and announcements from management

Requirements:
  • Bachelor’s degree in Human Resources, Business Administration, or related field.

    Minimum 3 years of experience in HR/Admin within the construction industry (site-based preferred).

    Strong understanding of labor law, documentation, and site operations.

    Proficiency in MS Office (Excel, Word, Outlook).

    Excellent communication and coordination skills (English, Russian, and local language).

    Ability to handle pressure and multitask in a fast-paced environment.

    High level of integrity, confidentiality, and organizational skills.

    Other Terms:

    Site-based position; must be flexible to work extended hours as per project needs

Terms:
  • All site HR/Admin Specialists are required to submit their monthly HR reports to the Head Office HR Department by the end of each month.

    The report must include the following:

    Updated Staff List – all active employees at the project site

    Tabel / Attendance List – monthly attendance summary

    Visa List – status of local and foreign employees’ visas and permits

    Contract List – employment contracts and renewals

    Orders / HR Orders – copies of staff orders (hiring, leave, transfer, termination, etc.)
