Job overview:

The Registrar Manager plays a critical role in overseeing academic records and supporting the student academic lifecycle. This position assists students, faculty, staff, and alumni with academic services related to registration, transcripts, enrollment verification, course scheduling, commencement, and compliance with academic policies. The Registrar ensures the integrity of student data and provides reporting and assessment that supports academic planning and institutional decision-making.

Support accreditation and quality assurance processes by providing accurate data, institutional reports, and compliance documentation in coordination with the accreditation unit.

The ideal candidate will have strong experience with transfer student evaluation, GPA and credit calculation, and transcript management, along with leadership in academic administration.

Job Requirements:

  • Master’s degree in Education, Administration, or related field preferred
  • Minimum 3–5 years of experience in registrar services or academic operations
  • Expertise in transcript and academic record management, GPA and credit evaluation, and student registration systems
  • Strong working knowledge of Student Information Systems (SIS), CRM platforms, and data security best practices
  • Exceptional organizational, analytical, and problem-solving skills
  • Proficiency in Microsoft Excel, Google Workspace, and academic reporting tools
  • High level of professionalism, discretion, and attention to detail
  • Experience in an international or bilingual higher education institution
  • Familiarity with American or European credit and GPA systems
  • Understanding of compliance, accreditation standards, and quality assurance in higher education

Duties and Responsibilities:

  • Serve as the primary institutional custodian of student academic records, ensuring accuracy, confidentiality, and compliance with regulations.
  • Manage student registration, course scheduling, grade processing, and final exam coordination in the Student Information System (SIS).
  • Oversee transcript issuance, enrollment verifications, diplomas, and certificates.
  • Evaluate and process transfer credits, advanced standing, and GPA/credit requirements for degree completion.
  • Conduct degree audits and manage graduation certification processes.
  • Coordinate the development and publication of the academic catalog, course listings, and related materials in collaboration with academic units.
  • Collaborate with faculty to maintain and update curricula and course data.
  • Supervise and train registrar staff, ensuring efficient service delivery to students and faculty.
  • Monitor and improve registrar operations to enhance efficiency, accuracy, and service quality.
  • Work closely with Enrollment Management, Financial Aid, Admissions, and Student Services to ensure cohesive academic support services.
  • Maintain close collaboration with the Admissions Office to ensure smooth student onboarding, record integration, and policy alignment.
  • Assign classrooms for on-campus courses and manage logistics for commencement ceremonies.
  • Advise students and families on enrollment processes and financial aid options, as needed.
  • Support student retention by implementing orientation programs, academic advising, and success initiatives.
  • Collect and analyze data on enrollment trends to inform strategic decision-making and prepare reports for senior leadership.
  • Ensure compliance with internal regulations and the legislation of the Republic of Uzbekistan.
  • Fulfill other duties assigned by the immediate supervisor in a timely and responsible manner.
  • Proficiency in both English and Russian languages is required for effective communication in a bilingual university environment.
  • Participate in institutional committees related to academic policy, compliance, registration systems, and strategic enrollment planning.
  • Contribute to the university’s digital transformation by supporting improvements to registration platforms and related data systems.
  • In case of dismissal, ensure the proper transfer of all documents, data, and inventory to a designated employee following official procedures.
