The scope of the services required from Standardization specialist will include:
1. Data standards development and implementation:
a. Develop and implement comprehensive standards for data management, exchange, and interoperability within DHMU's digital health ecosystem.
b. Establish a review process for periodic updating of data standards to reflect changes in technology and regulatory requirements.
2. Data guidelines and specifications:
a. Define clear guidelines and specifications for data formats, terminology, and coding systems.
b. Create a comprehensive documentation repository that includes definitions, examples, and usage of the guidelines and specifications.
3. Collaboration for system integration:
a. Collaborate with IT architects, data analysts, and other stakeholders to integrate data standards into system design and development processes.
b. Organize cross-functional team meetings to ensure alignment and address any integration challenges.
c. Develop a feedback mechanism to continuously improve the integration strategies based on team experiences.
4. Research and evaluation:
a. Research and evaluate existing data standards and best practices within the healthcare industry.
b. Participate in working groups to share insights.
5. Quality control systems:
a. Establish and maintain quality control systems to ensure the accuracy, completeness, and reliability of data.
b. Define and implement metrics to evaluate the effectiveness of quality control processes.
6. Data quality monitoring:
a. Develop and implement data quality monitoring processes.
b. Utilize automated tools to monitor data quality and flag inconsistencies in real-time.
7. Audits and assessments:
a. Conduct regular audits and assessments of data quality.
b. Develop a framework for documenting audit findings and tracking corrective actions.
c. Facilitate workshops post-audit to discuss findings and promote awareness and improvement actions.
8. Stakeholder collaboration:
a. Collaborate with healthcare institutions and data providers to ensure adherence to established data standards and quality control procedures.
9. Training and education:
a. Collaborate on delivery training programs to educate staff and stakeholders on data standards, quality control measures, and best practices.
b. Collaborate in creation of learning modules for ongoing education and certification in data standards.
10. Continuous improvement:
a. Stay informed about evolving data standards and best practices.
b. Regularly review and update internal processes to incorporate lessons learned and new insights.
Requirements:
The successful offeror shall meet the following minimum qualification criteria. Not meeting these criteria automatically leads to disqualification from the recruitment process:
● Bachelor's degree in relevant field.
● Proficiency in Uzbek and English.
● Minimum of 5 years of experience in the healthcare sector.
EVALUATION CRITERIA:
General qualification:
● Bachelor's degree in Information Management, Data Science, Healthcare Informatics, or a related field, master's degree is preferred (holding additional professional education or advanced training programs in relevant fields is beneficial).
● Years of experience in data standardization, data quality management, or a related field within the healthcare sector.
● Familiarity with healthcare data standards such as LOINC, SNOMED CT, ICD-10, and ICD-11.
Other experience:
● Experience in developing and implementing data quality control systems and processes.
Other skills:
● Strong understanding of data management principles, data standards, and quality control methodologies.
● Excellent analytical and problem-solving skills to identify and address data quality issues.
● Strong attention to detail and commitment to accuracy and consistency in data management.
● Effective communication and collaboration skills to work with diverse stakeholders and promote adherence to data standards.
