Position Title: Director of Human Resources (HRD)

General Statement of Duties:
Director of Human Resources is responsible for the day-to-day management and delivery of human resources services for Webster University Tashkent in accordance with Uzbekistan labor legislation, internal Webster policies, and institutional requirements.
Key departmental responsibilities include human resource planning and strategy development, contract management, employee and faculty relations, policy and project development and implementation, training/integration and performance management, support for recruitment/retention/dismissal initiatives, salary, benefits and pension fund administration and review, payroll services, compliance reporting, and occupational health and safety.
Director of Human Resources leads a team of professionals who support the unit, will act as an advisor (strategically and operationally) to the Rector in all areas of people management, and will maintain key external relationships with university colleagues (acting both as an expert and an internal consultant/supporter) and other human resources professionals in order to maintain currency in responding to developing human resource practices and trends.
Reports to: Rector of Webster University Tashkent.
In order to provide HR-related services through strategy development (aligned with Webster Geneva's mission), relevant projects (aiming for efficient daily operations across various departments) and hands-on actions (supporting each one in their endeavor to meet their objectives), this role requires the following:
Key Responsibilities:
- Implements and administers HR policies, procedures, and internal regulations in line with the Labor Code of the Republic of Uzbekistan, migration rules, and Webster University policies, and QA prescriptions (i.e.. maintain appropriate academic standards in line with HLC institutional standards and other programmatic accrediting bodies.
- Maintains and updates HR documentation (Employee Handbook, internal policies, job descriptions, appraisal procedures).
- Serves as the first point of contact for employees and managers on HR policies, employment conditions, and workplace matters.
- Coordinates recruitment processes for administrative staff and faculty, including vacancy announcements, documentation, and onboarding.
- Prepares and manages employment contracts, service contracts, amendments, extensions, and termination documentation in compliance with local legislation.
- Oversee onboarding and offboarding processes, including orientation, access coordination, and exit documentation.
- Maintain accurate personnel files and employment records for all staff and faculty.
- Coordinates work permits, visas, and migration documentation for foreign employees and faculty in cooperation with Operations, the Center, and relevant state authorities.
- Monitors expiration dates and ensures timely renewals of visas, registrations, and permits.
- Maintains compliance with migration and tax regulations applicable to foreign staff.
- Works closely with Faculty Development team on faculty appointments, contracts, teaching load documentation, and performance-related processes.
- Supports managers in staff performance management, including annual evaluations, probation reviews, and contract renewals.
- Provides operational HR support in employee relations matters, including disciplinary actions, grievances, and conflict resolution, escalating complex cases when required.
- Assist in developing growth strategies and plans for WU in Uzbekistan campuses.
- Supports payroll processing by ensuring accuracy of contracts, salary data, allowances, workload information, and leave records.
- Manages and provides strategic oversight of compensation structures, salary bands, and benefits programs (health, welfare, retirement, tuition benefits, etc.) to ensure competitiveness and compliance.
- HRIS Management (J1, ADP, Applic8): Oversees HR Information systems and other HR platforms (LinkedIn, Webster website, OCP recruitment platform) to streamline processes (especially hiring and payroll), maintain accurate employee records, and leverage data analytics for informed decision-making.
- Administers leave management, benefits, and other entitlements in line with internal policies and local regulations.
- Assists with preparation of HR-related reports for audits, inspections, and internal review.
- Ensures confidentiality, accuracy, and timely updating of employee information.
- Prepares operational HR reports and statistics as required by leadership or regulatory bodies.
- Acts as an accessible and reliable HR contact for employees, providing guidance, advice, and support.
- Supports managers in handling employee performance, workplace conduct, and engagement matters.
- Contributes to initiatives related to employee well-being, occupational health, and workplace safety.
- Coordinates HR-related operational matters with Finance, IT, Facilities, and Academic Affairs.
- Supports internal audits, inspections, and compliance reviews related to employment and labor law.
- Reviews and improves HR processes to enhance efficiency, compliance, and employee experience.
- Provides administrative support related to HR operations and institutional needs.
- Drafting new agreements, memorandums for leadership to be signed.
- Support alumni engagement initiatives and institutional development efforts.
Qualifications:
Education:; Master’s degree in Human Resources Management, LLM, Business Administration, or a related field.
Experience: 6–10+ years of professional HR experience, preferably in higher education, international organizations, or similarly complex environments.
Skills: Strong organizational and communication skills; solid understanding of Uzbekistan labor and migration law; experience with HR systems and payroll coordination.
Languages: English (advanced); Russian (Fluent); and Uzbek preferred.
