SCOPE OF WORK
The Procurement Specialist will perform the following key tasks:
Procurement Planning and Management
• Prepare, update, and monitor the Program Procurement Plan in the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) platform.
• Prepare, update, and monitor the procurement activities under government systems required for PforR operation.
• Ensure that all procurement activities comply with the World Bank Procurement Regulations, national laws, and the Program Operational Manual (POM), as applicable.
• Advise MoPSE and the Implementation Office on procurement strategies, methods, and contract packaging to ensure cost-effectiveness and competitiveness.
• Ensure the use of appropriate standard procurement documents (SPDs) issued or approved by the World Bank.
Bidding and Evaluation
• Prepare and review bidding documents, Requests for Expressions of Interest (REOI), Requests for Quotations (RFQ), Requests for Proposals (RFP), and bid evaluation reports.
• Organize and manage tendering processes, including publication of notices, pre-bid meetings, receipt and opening of bids, evaluation, and contract award.
• Ensure fairness, transparency, and equal opportunity in all bidding processes in accordance with WB and national rules.
• Maintain accurate records of procurement activities and documentation for post-review or audit by the World Bank.
Contract Management and Administration
• Draft contracts for goods, works, and consulting services using WB-approved templates.
• Monitor the performance of suppliers, contractors, and consultants to ensure timely delivery and compliance with contractual terms.
• Support contract amendments, extensions, and variations in consultation with the Program Coordinator and MoPSE’s legal and technical teams.
• Maintain an updated Contract Register and monitor key contract milestones and payment schedules.
Compliance, Reporting, and Coordination
• Ensure all procurement decisions are consistent with WB and national regulations.
• Prepare quarterly procurement progress reports summarizing key activities, challenges, and actions taken.
• Liaise with the World Bank, the Implementation Office, and other stakeholders to resolve procurement-related issues.
• Support the implementation of the Program’s Procurement Risk Mitigation Plan and ensure early identification of potential risks.
• Provide guidance and training to MoPSE staff on WB procurement procedures and use of the STEP system.
Other procurement related services as required time-to-timeREPORTING REQUIREMENTS
To ensure transparency and effective monitoring of progress, the Procurement Specialist shall submit the following reports:
Inception Report:
• Submission – within the first month of the assignment.
• Content – work plan with timeline, methodology, and key milestones for preparing and implementing the Procurement Plan.
Quarterly Progress Reports:
• Submission – within 15 days after the end of each quarter.
• Content – updates on STEP Procurement Plan status, progress in procurement processes, contract awards, challenges, and mitigation measures.
Procurement Risk Assessment Report:
• Submission – as required during implementation.
• Content – analysis of procurement risks, capacity constraints, and recommendations for improvement.
Final Report:
• Submission – upon completion of the assignment.
• Content – summary of procurement activities, achievements, compliance with WB guidelines, key issues, and lessons learned.
The Procurement Specialist will deliver the following:
• Updated and approved Procurement Plan in STEP;
• Procurement documentation for each activity (REOI, RFP, evaluation reports, contracts);
• Quarterly procurement progress reports;
• Contract management and monitoring register;
• Inputs to Program implementation and progress reports;
• Final summary report of procurement activities, lessons learned, and recommendations.
All deliverables shall be submitted in English and Uzbek, as required, and in electronic format.QUALIFICATIONS AND EXPERIENCE
Education and Professional Background
• Bachelor’s or higher degree in engineering, economics, law, business administration, procurement, or a related field;
• Minimum of five (5) years of professional experience in procurement, including at least three (3) years on World Bank or other IFI-financed operations;
• Proven experience in preparing bidding documents, managing tendering processes, and drafting contracts for goods, works, and consulting services;
• Strong knowledge of the World Bank Procurement Regulations (2020) and national procurement rules;
• Experience with electronic procurement systems (preferably the World Bank’s STEP) and contract management tools.
