Business Analyst

​​​​​​​The scope of the services required from Business analyst will include:
1. Comprehensive Healthcare sector analysis:
a. Conduct thorough analyses of the healthcare sector in Uzbekistan, including the regulatory environment.
b. Identify gaps and opportunities within the healthcare system to drive digital health innovations.
2. Strategic initiative formulation:
a. Develop and propose strategic initiatives and projects that align with DHMU's objectives.
b. Evaluate global best practices in digital health and recommend strategies that can be adapted for Uzbekistan.
3. Market Research:
a. Perform extensive market research to gather data and insights on healthcare needs and potential partners.
b. Analyze demographic and epidemiological data to assess the demand for specific digital health solutions.
4. Project feasibility and impact assessment:
a. Evaluate the feasibility of proposed projects by assessing cost, resources, timeline, and strategic alignment.
b. Conduct cost-benefit and risk analyses to determine potential impacts on the healthcare system and the Ministry's reform objectives.
5. Business Case Preparation:
a. Develop comprehensive business cases for new initiatives, clearly outlining goals, scope, expected benefits, resource requirements, and risks.
b. Provide financial modeling and forecasting for proposed projects to support decision-making.
6. Progress, Performance, and Implementation Tracking:
a. Monitor the progress of digital health projects, ensuring they meet key milestones, objectives, and budgetary constraints.
b. Develop and maintain performance dashboards to track the outcomes and impacts of implemented initiatives.
c. Use data analytics to identify areas for improvement and recommend changes to optimize results.
7. Collaboration and Stakeholder Engagement:
a. Engage with key stakeholders, including healthcare providers, regulatory bodies, technology vendors, and government entities to gather insights and validate project requirements.
b. Foster strong relationships with external partners and stakeholders to ensure successful implementation of digital health initiatives.

The successful offeror shall meet the following minimum qualification criteria. Not meeting these criteria automatically leads to disqualification from the recruitment process:
● Bachelor's degree in relevant field.
● Proficiency in Uzbek and English.
● Minimum of 5 years of experience in the healthcare sector.

EVALUATION CRITERIA:

General qualification:
● Bachelor's degree in Business Administration, Economics, Healthcare Management, or a related field, master's degree is preferred (holding additional professional education or advanced training programs in relevant fields is beneficial).
● Years of experience in strategic planning, business analysis, and market research within the healthcare sector.
Other experience:
● Experience in developing and evaluating business cases and strategic initiatives.
● Strong understanding of the healthcare industry, including market dynamics, regulatory environment, and emerging trends.

Other skills:
● Demonstrated ability to analyze complex data, identify trends, and draw meaningful conclusions.
● Excellent research and analytical skills, with proficiency in data analysis tools and methodologies.
● Strong communication and presentation skills to effectively convey complex information and recommendations.
● Ability to think critically and strategically, considering both short-term and long-term implications.
● Strong problem-solving skills and a proactive approach to identifying and addressing challenges.
● Ability to work independently and as part of a team.
