Specialist in social, gender issues, and resettlement in international projects

About the Company:
Annexure Financial Solutions is a leading international consulting and engineering firm engaged in investment and infrastructure projects, including those financed by international financial institutions (IFIs). As we expand our operations in Uzbekistan and beyond, we are seeking a highly qualified and experienced specialist to join our team.

Key Responsibilities:

• Analysis of technical information in working documents on project sites and pipeline routes, collected by local sociologists and the research team;
• Checking the results of the census and household surveys for compliance with the working documents and the final design;
• Completion of analysis of updated census and household survey data;
• Revision and updating of the draft Land Acquisition and Resettlement Plan prepared during the technical assistance provided for the project;
• Submit the final version of the Land Acquisition and Resettlement Plan to the State Unitary Enterprise and its Social Affairs and Resettlement Specialist;
• Jointly with the State Unitary Enterprise, publish the final version of the Land Acquisition and Resettlement Plan;
• Assist in creating the relevant units responsible for the implementation of the Land Acquisition and Resettlement Plan;
• Update the monitoring format considering the final impact;

During the implementation and construction supervision period:

• Check the database of all affected households and consider their entitlement to compensation based on the final Land Acquisition and Resettlement Plan;
• Facilitate the provision of compensation and ensure that affected persons are compensated in accordance with the Land Acquisition and Resettlement Plan before construction work commences on the relevant site;
• Review, monitoring and evaluation of the effectiveness of the implementation of the LARP and recommendations for necessary corrective measures. Recommendations to the State Unitary Enterprise for corrective actions, if necessary;
• Assistance to the State Unitary Enterprise in preparing a semi-annual monitoring report;
• Participation in the preparation of periodic and annual reports as needed.

Candidate Requirements:

The specialist must have a Master’s degree in Social Sciences or a related field; at least 5 years of experience in the social sciences sector, including 3 years of hands-on experience in social impact assessment, resettlement management, planning and implementation of infrastructure development projects, gender integration, and land acquisition.

The candidate must also have proven experience in the preparation and implementation of social management plans and resettlement plans (RPs) in government institutions or international projects. Knowledge of IFI (International Financial Institutions) social policies and prior experience working with IFIs (e.g., international development banks) is required.

The candidate must have knowledge of the national legal and regulatory framework, including in areas such as land acquisition, compensation, etc., as well as the standards, guidelines, procedures, and policies/directives of IFIs (e.g., the World Bank, ADB). Proven experience as a social development expert is required.

• A minimum of 2 successfully completed projects in a similar role;

• At least 2 years of experience working on projects financed by international financial organizations (IFIs).

Proficiency in Uzbek and/or Russian is mandatory; knowledge of English is an advantage.
