Job Identification
We are looking for Import and Export Specialist to be part of our Supply Chain team in Shymkent, Kazakhstan.
What We Expect
- Timely collect and verify the completeness and accuracy of documentation required for customs declarations. Ensure prompt submission to authorized customs representatives.
- Ensure compliance with tariff and non-tariff regulations of the Eurasian Economic Union (EAEU) and the Republic of Kazakhstan in relation to all HS codes of imported goods and products originating from EAEU member states.
- Ensure the timely execution of payments for all taxes and duties associated with customs clearance procedures.
- Supervise the timely completion of customs formalities, including the submission and receipt of raw materials and RTD products, and the registration of transport documentation for vehicles exiting the Republic of Kazakhstan.
- Submit customs declarations, relevant documents and certificates (e.g., analysis, quality) to the accounting department, quality department and others without any delays.
- Monitor inventory levels of owned commodities, prepare and submit required quarterly, monthly, and semi-annual reports to customs, tax and other relevant government authorities.
- Receive imported goods at the airport and coordinate their delivery to the designated local warehouse.
- Act as an Authorized Economic Operator (AEO) and Free Warehouse (FWH) and ensure compliance with all related responsibilities and standards.
- Prepare monthly and quarterly performance reports for bonded warehouse operations, FWH activities, and AEO-related functions.
- Maintain effective communication with customs authorities and other regulatory bodies to resolve technical and compliance issues and ensure full compliance with applicable regulations.
- Track and verify the correct allocation of payments across all bank account codes (КБК). Escalate discrepancies and technical errors to the relevant Tax Committee and internal Tax Department for resolution.
- Ensure proper archiving and accessibility of customs-related documentation to support internal and external audits.
- Provide guidance and updates to internal teams regarding customs-related matters and regulatory changes.
- Ensure strict adherence to all applicable customs regulations, procedures, and deadlines to prevent penalties, violations, or delays.
- Collaborate with logistics providers and internal departments to facilitate smooth customs clearance and delivery processes.
- Maintain up-to-date knowledge of customs legislation, bonded warehouse operations, FWH protocols, and AEO requirements.
- Monitor and achieve the Key Performance Indicators (KPIs) established by CCI Kazakhstan and the Import & Export Department.
- Ensure compliance with tariff and non-tariff regulations of the Eurasian Economic Union (EAEU) and the Republic of Kazakhstan in relation to all HS codes of imported goods and products originating from EAEU member states.
- Undertake tasks and assignments delegated by the manager, insofar as they fall within the scope of the department’s functions and the employee’s official responsibilities.
- Timely collect and check for fullness and correctness the documents necessary for commodity declaration and promptly submit them to the customs representatives.
- Ensure on-time money transfers to pay out the taxes necessary for customs clearance of goods.
- Make sure on-time implementation of customs procedures regarding submission and receiving of materials, RTD products, register transportation documents for vehicles to drive out of the Republic of Kazakhstan.
- Timely hand commodity declarations to the accounting department and the certificates (analysis, quality) to the quality department.
- Control the warehouse of own commodities and provide the customs bodies with quarter reports on the warehouse of own commodities.
- Receive goods in the airport, arrange their delivery to the warehouse.
- Act as an authorized economic operator.
- Make monthly/quarter reports related to performance of the free warehouse and authorized economic operator.
Qualifications:
- University degree in Finance, Law, Customs, or Logistics is preferred.
- Minimum of 1 year of professional experience in a similar role.
- Solid understanding of customs clearance procedures (regimes) for goods and transport.
- Knowledge of import and export legislation, including currency regulation.
- Familiarity with the Commodity Nomenclature of Foreign Economic Activity (HS codes) of the Eurasian Economic Union (EAEU).
- Familiarity with orders and resolutions issued by the Customs and Tax Committees of the Ministry of Finance and the Government of the Republic of Kazakhstan.
- Understanding of core procedures, rules, requirements, and compliance standards related to the export and import of goods.
- Knowledge of the customs legislation of the Republic of Kazakhstan.
- Basic understanding of accounting principles.
- Language proficiency: English — minimum intermediate level.
- Computer literacy: Proficiency in Microsoft Office; familiarity with SAP and Power BI is desirable but not mandatory.
