Responsibilities:

The E&S Specialist will be responsible for overseeing, coordinating, and guiding the implementation of AIIB’s environmental and social safeguard requirements, including but not limited to:

A. General Responsibilities
- Ensure compliance with the AIIB’s ESF, including the Environmental and Social Policy (ESP), Environmental and Social Standards (ESS 1: Environmental and Social Assessment and Management, ESS 2: Involuntary Resettlement, and ESS 3: Indigenous Peoples), and relevant Guidance Notes.
- Ensure integration of AIIB’s climate change, biodiversity, gender equity, and stakeholder engagement requirements into the Project’s design, planning and implementation.
- Ensure project activities are aligned with the environmental and social commitments outlined in the Project's Environmental and Social Documentation (e.g., ESMPF, RPF, ESMPs, SEP, GAP).
- Ensure continuous communication and compliance reporting with AIIB on all E&S matters throughout the project lifecycle.

B. Specific Tasks

1. Support to site selection process
Conduct preliminary ES assessments and screening of potential school sites, identify potential E&S sensitive factors in proposed locations for expansion or modernization.
Engage with local stakeholders including Project Affected People and school administrations to collect data with a focus on E&S aspects, especially verification of land information.
Document the findings and baselines in the preliminary ES assessment and screening, support the development of a shortlist of prioritized schools and regions and infrastructure investment priorities, assist Consultants hired by MoPSE with further data collection and verification if needed.
2. Preparation and Oversight of E&S Instruments
Oversee and facilitate the preparation of the project’s key E&S instruments, including a guide for the PAD Consultant to prepare ES Instruments (ESMPF, RPF, GAP and SEP).
Review, ensure quality and update when needed, the Terms of Reference (ToRs) for E&S Consultants for preparing ES documents (ESIAs/ESMPs, RP/LRP etc.) at sub-project level, in line with AIIB ESF.
Review and ensure the compliance with the national requirements and AIIB ESSs of E&S instruments, including the Environmental and Social Management Planning Framework (ESMPF), Resettlement Planning Framework (RPF), Environmental and Social Impact Assessments (ESIAs) and Environmental and Social Management Plans (ESMPs) at subprojects level, Gender Action Plan (GAP), and Stakeholder Engagement Plan (SEP).
Provide technical input to PO and MoPSE to ensure consistency between Feasibility Studies and E&S studies.
Review climate adaptation and mitigation measures, such as solar power, energy-efficient windows, rainwater harvesting, and nature-based infrastructure.
3. Stakeholder Engagement and Grievance Management
Ensure stakeholder engagement complies with AIIB’s ESSs and national consultation requirements.
Facilitate public consultations and disclosure of E&S instruments.
Support development, implementation and monitoring of the Grievance Redress Mechanism (GRM).
4. Involuntary Resettlement and Social Due Diligence
Ensure full compliance with AIIB’s ESS2 on involuntary resettlement, including land acquisition, livelihood restoration, and compensation processes.
Identify and monitor affected persons and ensure appropriate mitigation and compensation.
Support preparation and implementation of Resettlement Plans, if required.
5. Institutional Capacity and Monitoring
Provide capacity building, technical support to MoPSE/PO on AIIB E&S requirements and rendering assistance to guide regional branches/schools for the preparation and implementation of subproject-level ESIA/ESMPs.
Develop monitoring indicators and reporting formats aligned with AIIB ESF.
Prepare periodic E&S performance reports for submission to AIIB.
6. Permitting and Regulatory Coordination
Ensure all necessary national permits and clearances are obtained in line with Uzbek law.
Maintain effective coordination with national regulatory agencies and AIIB teams.
Assist the MoPSE/PO to coordinate with local governments, agencies and schools for the preparation and implementation on E&S aspects to ensure compliance with AIIB E&S compliance.
Participate in AIIB missions and respond to E&S-related queries from the Bank.
Complete other tasks related to the role as assigned by the Supervisor.

Requirements:

QUALIFICATIONS AND EXPERIENCE
- Master’s degree in Environmental Sciences, Social Sciences, Environmental Engineering, or related field.
- Minimum 10 years of experience in environmental and social risk management in infrastructure or education projects, preferably financed by AIIB, World Bank, ADB, or other Multilateral Development Banks (MDBs).
- Proven experience with AIIB’s ESF is a strong advantage (e.g., direct involvement in preparing ESMPFs, RPFs, SEPs under AIIB-financed projects).
- In-depth understanding of AIIB’s ESP and Environmental and Social Standards (ESS1, ESS2, ESS3).
- Familiarity with Uzbek national environmental and social regulations and permitting processes.
- Strong analytical, coordination, and communication skills.
- Fluency in English (required) and Uzbek/Russian (preferred).
- Experience in facilitating stakeholder consultations, gender-sensitive planning, and grievance redress systems.
