Reports to:

Plant team leader.

Job purpose:

Senior HSSE Supervisor is responsible for developing, implementing, and maintaining all health, safety, and environmental systems and procedures to ensure compliance with local regulations, company policies, and international best practices. The role supports safe operations during, commissioning, and operation phases of a utility-scale power plant.

Role dimensions:

Manage the O&M team for all the technical, legal, financial, and logistical aspects.

Job Description:

Safety, Quality, and Regulatory Compliance:

  • Develop and enforce HSES policies, procedures, and plans tailored to the PV and BESS environment.
  • Ensure compliance with applicable local and international HSE regulations, environmental laws, and social safeguards.
  • Implement robust safety training programs and ensure adherence to Lockout/Tagout (LOTO) procedures and PPE requirements.
  • Prepare for and oversee regulatory audits, inspections, and compliance reporting.
  • Interface with the Off Taker, Government Entities and Lenders Technical Advisors (LTA) for any inspections.
  • Implement standard operating procedures (SOPs) for normal and emergency operations, ensuring staff adherence to best practices.
  • Define key performance indicators (KPIs) for plant safety, and environmental compliance.

HSE Planning, Training & Emergency Preparedness:

  • Define clear roles and responsibilities for emergency response across all departments.
  • Lead the planning and execution of emergency drills (e.g., fire, chemical spill, first aid), ensuring readiness and effectiveness.
  • Review and analyze drill outcomes to identify weaknesses and enhance preparedness.
  • Maintain and routinely inspect emergency equipment such as fire extinguishers, first-aid kits, and PPE to ensure operational readiness.
  • Design and deliver tailored HSE training programs for staff and contractors, fostering awareness and compliance.

Environmental & Social Compliance and Monitoring:

  • Ensure plant operations align with applicable environmental legislation, international guidelines, and ISO standards.
  • Stay updated on local, national, and international HSE regulations, advising the management on any changes that may impact the plant’s compliance requirements.
  • Oversee all regulatory reporting, ensuring accurate, timely submission of compliance documentation to relevant authorities.
  • Develop and implement Environmental and Social Management Plans (ESMPs), monitoring impacts on local communities and ecosystems.
  • Oversee waste management practices, including hazardous waste disposal, recycling, and reduction of waste generation, promoting environmental stewardship.

HSE Documentation, Reporting and Record-Keeping:

  • Ensure that all relevant reports/external submissions are completed in a comprehensive, accurate and timely manner, and comply with international principles of corporate governance and standards, and shareholder requirements.
  • Maintain detailed records of all HSE activities, including training records, incident reports, inspection logs, and risk assessments.
  • Ensure documentation is readily accessible for audits and internal reviews, providing transparent evidence of the plant’s HSE compliance efforts.
  • Coordinate with the management and other teams to prepare for external audits or inspections, ensuring the plant is prepared to demonstrate its commitment to regulatory compliance.

Promoting Safety Culture and Staff Engagement:

  • Foster a strong safety culture across all levels of the organization, promoting the idea that safety is a shared responsibility.
  • Conduct regular toolbox talks, safety briefings, and employee engagement sessions.
  • Communicate HSE policies, updates, and performance metrics to employees, using meetings, posters, and raise awareness.
  • Conduct regular safety meetings and toolbox talks, ensuring employees stay informed on recent safety trends, protocol updates, and any recent incidents.
  • Provide avenues for staff to raise safety concerns anonymously and ensure concerns are addressed transparently and promptly.
  • Collect and analyze data on safety behaviors to adjust training, coaching, and interventions that promote safer practices.
  • Work with department heads to reinforce positive behaviors, making safety a fundamental aspect of the plant’s culture.

Compliance with Information Security Policies & Procedures:

  • Adhere to Nur Bukhara and MSTS information security policies and procedures.
  • Protect sensitive plant HSEQ data and maintain confidentiality.
  • Report security incidents or potential vulnerabilities to the appropriate personnel.

Support Quality Health and Safety Environment (QHSE) Activities:

  • Participate in QHSE initiatives, audits, and regulatory inspections.
  • Ensure all plant functions align with corporate safety and quality objectives.
  • Support continuous improvement in environmental sustainability and operational safety.

Span of Communication:

Internal: Plant Manager, O&M Team, Inverter & DC Team, Tracker & Cleaning System Team, Monitoring and Controlling Team, HV Substation Team, Procurement, HR

External: Contractors, Vendors, Equipment Suppliers, Regulatory Authorities, Auditors.

JOB RELEVANT INFORMATION (BOUNDARIES & DECISION MAKING AUTHORITY):

  • Ensure compliance with HSEQ policies, regulations, and procedures.
  • Identify and mitigate risks in plant operations.
  • Support plant-wide HSEQ initiatives to maintain operational excellence.

QUALIFICATIONS, EXPERIENCE, & SKILLS:

Minimum Qualifications:

  • Bachelor’s degree in occupational health and safety, Environmental Science, Engineering, or a related field. A master’s degree in safety or environmental management is advantageous.

Minimum Experience:

  • Minimum of 3 years in HSE management within the energy or industrial sector, ideally in high-risk environments like power generation.
  • Certifications in occupational health and safety (e.g., NEBOSH, OSHA, IOSH) or environmental management (e.g., ISO 14001) are essential.

Job Specific Skills:

  • In-depth knowledge of health, safety, and environmental regulations, with a strong understanding of risk assessment and emergency response.
  • Proficiency in risk assessment, hazard analysis, and auditing, with a track record of developing and implementing effective risk management controls.
  • Skilled in incident investigation and root cause analysis, with the ability to use findings to prevent recurrence and enhance safety protocols.
  • Experience in budget management, cost optimization, and financial reporting for O&M functions.
  • Ability to lead cross-functional teams and implement strategic improvements in plant safety.
