- To identify HSE and social hazards and assess the HSE risks of all company activities; define HSE risk mitigation measures and develop a suitable and traceable approach to monitor such measures.
- To develop, implement and maintain HSE procedures in line with HSE best practices for all the locations under company responsibility (project and construction sites, production assets, buildings and operating bases) and provide advice for the HSE management of these locations.
- To implement and maintain an emergency preparedness and response capability with procedures duly tailored to the company's organization and activities, in compliance with company policies and standards and in accordance with shareholders emergency management.
- To plan and manage the HSE audit activities plan and ensure the follow up of the audit action plans; identify, in compliance with Company standards, HSE key performance indexes appropriate for the process and ensure the maintenance and dissemination of accurate HSE statistics, reflecting HSE performances against established goals.
- To propose training and information programs on HSE and ensure training and associated competency appraisal are carried out and recorded, in order to ensure all personnel in the organisation are competent to perform their duties in a safe, healthy and environmentally sound manner.
- To maintain liaison with relevant Government bodies and partners to promote strong health, safety and environment policies and activities to ensure a continued high level of focus on HSE.
- To lead / monitor the process of obtaining all necessary environmental permits for the construction/operational phases, particularly guide development of environmental permitting packages (EIAs, etc.) by contractors, operate with state environmental portals for getting approvals and conduct environmental Public Hearings.
- Coordinate with regulatory agencies and ensure that the project meets all environmental permitting requirements, especially conditions of obtained permits during construction/operations on sites. Manage the instrumental measurements and conducting of sampling by contractors for data collection and calculations of environmental components (emissions, etc.) for development and submission of various environmental reports to authorities.
- To ensure liaison and interface with all business partners in all aspects of HSE, Asset Integrity and Process safety plans implementation and status monitoring.
- To ensure development, implementation, monitoring and coordination of detailed GHG reduction / energy efficiency plans in line with best practice, RoK Legislation.
- To identify risk factors, assess risks and identify safety measures, to develop preventive and protective measures, control systems, safety procedures; to propose workers' information and training programs, to inform workers and to take part in safety consultations and periodic safety meetings.
- To be a focal point for security area support for Company.
- To perform HSE reporting to Shareholders and when applicable to RoK statutory bodies according to the applicable procedures and regulations.
- Collect, maintain, monitor, analyse and disseminate accurate HSE Statistics, reflecting company’s HSE performance against established goals and to produce management reports, presentations, briefing materials.
- High technical education (University degree or higher) in the relevant specialty;
- At least 5 years of work experience in relevant industries, preferable in the Oil & Gas;
- Preferred experience in managerial positions in Oil & Gas, Energy or other relevant Industries.
- Knowledge of company specifications, technical procedures, policies and standards;
- Knowledge of oil & gas, energy industry materials and equipment;
- Knowledge of the Industrial Safety, Labor and Environmental (Eco code) laws and their practical implementation.
- Interpersonal & communication skills, decision making, planning target control;
- Relations management and development;
- Capability to work with PC, MS office programs;
