Main Purpose
Coordinating and monitoring the supply chain activities in the project/s according to MSF protocols, standards and procedures in order to ensure the optimal running of the project/s.
Coordinating and monitoring all logistics related activities in the project/s providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project/s activities.
Accountabilities

In collaboration with the Resource Manager, planning, monitoring, and supervising the supply and logistics activities in the mission as specified by the line manager, ensuring compliance to MSF standards, protocols, and procedures in below two parts:
Supply part:
- Monitoring and executing the efficient and smooth supply activities in the project: order processing (UF encoding), local purchase management as per MSF SOP regarding KZ validation table, physical (warehousing), stock management if any, freight management.
- Conduct market assessment and implement framework agreements if possible. Permanent communication with the suppliers in terms of acceptance acts and reconciliation reports, based on legal accounting policy.
- Ensure implementation and follow-up MSF standard supply tools, UF, provide monthly supply reporting (integrated in log sitrep)
- Donations management è strict follow up and compliance with local legislation as donations are part of accounting system (additional documents requirements)

Logistics part:
- Assisting the Resource Manager in monitoring and implementation of day-to-day logistics activities in the project/ Support office, like:
- Transport/movement, equipment/installation, assets management follow up (TMS- Track My Stuff /TMF Track My Fleet), water and sanitation, and infrastructures).
- Maintaining functional office space(s) and lodging facilities of MSF to have adequate working and living conditions, through subcontracted services with pre identified service providers.
- Participating in the planning and implementation, together with the Resource Manager on (recruitment, training, briefing/debriefing, evaluation of the logistics/supply staff in the project.
- Implementing all administrative related activities linked to logistics (Framework agreements, insurances, vehicle contracts, etc.).
- Contribute together with Resource Manager in review of PSSP, transport SOP.
- Performing day-to day monitoring of the application of security rules and reporting to the Resource Manager if any problem that may arise.
- Participating in monthly reports of his/her domain of activities according to guidelines.
- MSF Section/Context Specific Accountabilities

Participating in annual planning and budgets (POA and MYR).
- Contribute in updating the supply strategy and orders chronogram (local and international- if applicable).
- Place, get validated by Line Manager ( Resource Manager) and confirm the reception of international orders on Unifield and Portal.
- Remains incharge of Import process of cargos.
- Update LOG standard list.
- Monitor Unifield data quality (run regular cleaning processes to assure the system is reflecting the real situations).
- Support Resource Manager on the follow up the authorized requestor list.
- Sharing the follow-up for eIRs to PMR and Resource Manager.
- Follow up on prices changes on local market, ensure market assesment is done to compare available alternatives and not be limited with some suppliers.
- Managing his/her team (drivers) with objectives set-up and apparaisal, annual holidays planning.
- Prepare monthly report , using PBI, to share with his/her line manager supply figures and performance.
Requirements
Essential Technical diploma or other specialization in Logistics/Supply Chain is an asset.
Minimum 2 years' experience in supply chain and Logistics in similar organizations/NGOs
English language is essential
Computer literacy with desirable on PBI tools knowledge
