Procurement Expert of the School of Sciences and Humanities (Temporary replacement)
Duties and responsibilities:
1) consideration of applications for the procurement and purchase of goods, works and services, within the competence of the Division;
2) making procurement and purchases of goods, works, services in a manner without applying the regulations of the Rules for the Procurement of goods, works and services, as well as by requesting price offers and from a single source based on the results of the request for price offers;
3) timely maintenance and entry of information into the general register of purchases under execution;
4) ensuring the fulfillment of financial discipline under contractual obligations, through timely monitoring of payments, as well as direct sending of requests for payment;
5) preparation of draft standard and non-standard procurement contracts, ensuring their approval and signing in due time;
6) participation in the formation of information, reports on the procurement of goods, works, services;
7) interaction with the initiators of purchases when considering documents for the procurement of goods, works, services within the competence of the Division;
8) participation in the organization of seminars/trainings on the application of the norms of internal regulatory documents in the field of procurement;
9) interaction with structural divisions of the University, with government agencies, customs broker on customs clearance of goods;
10) preparation of draft letters on issues within the competence of the Division within the framework of their official duties;
11) conducting negotiations and business correspondence with contractors on procurement issues
Job requirements:
Education:
Higher professional education, preferably in higher educational institutions with English language of instruction;
Priority areas of specialties:
- supply chain management, logistics and procurement;
- law;
- economics;
- finance;
- project administration;
- chemistry, biology.
Work experience:
With a Bachelor's degree / Specialist - at least three years;
At least 1 year with a master's degree in the relevant field.
Knowledge:
- knowledge of processes and tools in the field of procurement of goods, works and services, conclusion and execution of contracts;
- having experience working with electronic trading platforms;
- formation of a procurement plan, development of tender documentation, technical specifications;
- knowledge of MS Office, Excel, PowerPoint programs.
